Hardwood Lumber Compliance Calendar for 2027: Every Dated Rule Change and What to Ask Your Supplier
April 7, 2027
Four rule changes with fixed dates reach hardwood lumber trade between December 2026 and December 2027: the EU Deforestation Regulation (EUDR) on 30 December 2026 and 30 June 2027, higher US Section 232 duties on cabinets and vanities on 1 January 2027, and the EU ban on products made with forced labour on 14 December 2027. Several older rules stay in force, such as the Lacey Act declaration and CITES, and one decision is still open: whether the United States adds a duty on hardwood lumber itself. This calendar lists each date, who it hits, what changes in the paperwork and what to ask a mill or yard. It is general information as of 22 October 2026, not legal advice, so check each point with your customs broker.
The calendar
| Applies from | Rule | Who it hits | What changes | Source |
|---|---|---|---|---|
| 30 December 2026 | EU Deforestation Regulation, large and medium operators | Anyone placing wood on the EU market or exporting it from there | Wood placed on the market must be deforestation-free, with due diligence by upstream operators. Downstream operators and traders have lighter duties | European Commission |
| 1 January 2027 | US Section 232 duties, step for cabinets and vanities (25% to 50%) and upholstered wooden products (25% to 30%) | US importers of those finished goods | Higher rate unless the country has an agreement that addresses the threat. Softwood timber and lumber stay at 10%. Hardwood lumber is not named | White House, proclamation of 31 December 2025 |
| 30 June 2027 | EUDR, micro and small operators | Micro and small operators | Later date, with simpler rules for micro and small primary operators and downstream SMEs | European Commission |
| 14 December 2027 | EU Forced Labour Regulation | Every company selling in or exporting from the EU | Products made with forced labour may not be sold or exported. Authorities investigate and decide | European Commission, Official Journal 12 December 2024 |
| Open | Possible US duty on hardwood timber and lumber | US importers of hardwood lumber | Commerce owed the President an update by 1 October 2026. No decision found | White House, proclamation of September 2025 |
Rules already in force are covered further down. The sections below take the dated ones in order.
EUDR: 30 December 2026 and 30 June 2027
The European Commission’s page gives 30 December 2026 for large and medium operators and 30 June 2027 for micro and small operators. Micro and small operators that were already covered by the EU Timber Regulation are listed for 30 December 2026. Wood and derived products are among the covered commodities, along with cattle, cocoa, coffee, palm oil, rubber and soy. The Regulation was amended in December 2024 and December 2025 with simplification measures, and a delegated act of 2026 added a few products from 30 December 2027, none of them wood.
What this means for a lumber order: upstream operators carry the due diligence. The Commission’s implementation page says downstream operators and traders have lighter requirements, with verification of due diligence needed only in some cases. Even so, a mill must supply the data the operator needs. Our guide to EUDR for hardwood lumber covers what is filed, and the mill due diligence guide covers what a sawmill must collect. For US-origin buyers outside the EU the rule matters when you resell into the EU.
Ask your supplier: the species and botanical name, the harvest area, the date range of harvest and who can supply this per shipment.
Section 232: 1 January 2027
The proclamation of September 2025 put 10% on softwood timber and lumber and 25% on upholstered wooden products and on kitchen cabinets and vanities, for goods entered from 14 October 2025. The proclamation of 31 December 2025 moved the steps, to 30% for upholstered products and 50% for cabinets and vanities, to 1 January 2027. The steps do not apply to a country that reaches an agreement addressing the national security concern. The September text caps the total at 15% for the European Union and Japan and at 10% for the United Kingdom.
Hardwood lumber is not named in either text. Clause 9 of the September proclamation directs the Secretary of Commerce to give the President an update on hardwood timber and lumber imports by 1 October 2026, so the President can decide whether an added duty is warranted. When I checked on 22 October 2026 that date had passed and I found no published decision on the pages I could open. Read our guide to the Section 232 lumber tariff for the tariff lines, and treat hardwood lumber as an open item until a notice appears.
Ask your supplier or broker: the tariff line used for each product, the country of origin and who is importer of record.
EU Forced Labour Regulation: 14 December 2027
The regulation was adopted on 19 November 2024, signed on 27 November 2024 and published in the Official Journal on 12 December 2024, according to the European Parliament’s procedure file. The Commission’s page says that from 14 December 2027 no product made with forced labour may be sold in or exported from the EU, that the rule covers companies of all sizes and that the method of making sure is left to the company. The Commission has published guidelines, launched a Single Portal on 30 June 2026 and runs a risk database of products and areas. Our guide to forced labor due diligence on a lumber supplier turns the rule into supplier questions.
Ask your supplier: where the logs came from, who cut and hauled them, and what records exist for the crews and the yard.
Rules already in force
| Rule | Status as of 22 October 2026 | Source |
|---|---|---|
| US Lacey Act declaration | APHIS began Phase VII on 1 December 2024. Paper PPQ 505 forms stopped on 1 January 2026, and filers must use ACE or LAWGS. No 2027 change found | APHIS |
| CITES timber listings | Amendments from the 2025 conference took effect on 5 March 2026. The US notice lists no new hardwood timber species and amends the annotation for Paubrasilia echinata. Animal listings delayed to 5 June 2027 are not wood | US Fish and Wildlife Service, PB 26-001 |
| US Uyghur Forced Labor Prevention Act | A rebuttable presumption since 21 June 2022 that goods made wholly or partly in Xinjiang, or by a listed entity, are barred. Importers must show clear and convincing evidence to overcome it | CBP |
| China tariff list for US wood | China approved a list of 146 US wood tariff lines, including oak, maple, cherry, ash and other hardwood lumber lines, but the framework sets no lower rate and no date | Lesprom (trade press), citing the White House list |
The AHEC executive director also writes that rules like the EUDR are under consideration in the UK, Japan and Australia, which could add more dates. No dates were published in the sources I read. See Lacey Act records for suppliers and CITES permits for timber for the document side.
One checklist for a 2027 order
- Name the species by botanical name on every line, so EUDR, Lacey and CITES checks start from the same word.
- Ask for the origin chain as a written statement: forest, mill, yard and each processor.
- Write a rules clause into the purchase order: who supplies the data, who pays if a duty changes between order and entry and what happens if a document is missing.
- Check the tariff line and importer of record before booking.
- Keep records. A file per shipment with the declaration, the species and origin statement and the invoices answers most later questions.
To get quotes from mills that will state origin and papers up front, send your lumber RFQ with the species, grade, thickness, board feet and destination. We pass it to up to 3 mills or yards that say they can supply it, and they reply to you directly.

The official texts on EUR-Lex (Regulations 2023/1115, 2025/2650 and 2024/3015) were not reachable from my tools on 22 October 2026, so the EU dates above come from the Commission and Parliament pages listed here.
Frequently asked questions
What rules change for hardwood lumber in 2027?
Four dated changes are published as of October 2026: the EU Deforestation Regulation from 30 December 2026 for large and medium operators and 30 June 2027 for micro and small ones, the Section 232 step to 50% on kitchen cabinets and vanities on 1 January 2027, and the EU Forced Labour Regulation from 14 December 2027.
Does the Section 232 tariff apply to hardwood lumber?
The proclamation text names softwood timber and lumber at 10%, upholstered wooden products and kitchen cabinets and vanities. Hardwood lumber is not named. The same text told Commerce to update the President on hardwood by 1 October 2026, and I found no published decision as of 22 October 2026.
When does the EU Deforestation Regulation apply to wood?
The Commission lists 30 December 2026 for large and medium operators and 30 June 2027 for micro and small operators. Wood is one of the covered commodities. Micro and small operators already covered by the earlier EU Timber Regulation are listed for 30 December 2026.
Are there new CITES listings for hardwood in 2027?
Not that I found. The amendments from the 2025 conference took effect on 5 March 2026, and the US Fish and Wildlife Service notice lists no new hardwood timber species. It amends the annotation for pernambuco, Paubrasilia echinata. A few animal listings are delayed to 5 June 2027.
